The General Assembly has unanimously passed legislation by Delegate Lynwood Lewis, D-Accomac, and Sen. Ralph Northam, D-Norfolk, to prevent nonresidents from getting a commercial fishing license from Virginia if their home state doesn’t reciprocate for Virginians.
